Territory 2030 Implementation

Territory 2030 is a 20-year strategic plan for the Northern Territory.  It was developed by an independent Steering Committee and was launched by the Chief Minister and the two Co-Chairs of the Steering Committee, Vicki O’Halloran and Bill Moss AM, on 3 December 2009.

The Territory 2030 Strategic Plan is a road map for the future. Developed in consultation with the Territory community, Territory 2030 will set priorities and guide government’s efforts over the next two decades.

Territory 2030 contains 128 targets linked to six key priorities: education, society, economic sustainability, health and wellbeing, the environment, and knowledge, creativity and innovation

 

This is what has happened so far:

  • A new Subcommittee of Cabinet was established to oversight implementation of the Strategic Plan.
  • A Parliamentary Secretary, Ms Marion Scrymgour MLA was appointed. The Parliamentary Secretary has undertaken an extensive program across the Territory to engage with Territorians about the strategic plan. The program includes community forums in regional and remote communities, and shopping centre displays.  Community forums have been held in a large number of locations over the past 12 months, and shopping centre displays have been held at Casuarina, Hibiscus, Palmerston and Alice Springs, along with displays at Parap markets.
  • An Implementation Unit has been established in the Department of the Chief Minister to coordinate implementation across government and to support the Subcommittee of Cabinet.
  • All Government agencies have reviewed strategic plans and policy frameworks to align with Territory 2030.
  • The Northern Territory Budget is developed using Territory 2030 as a key basis for decision making.
  • Information on progress through Territory 2030 data snapshots have been developed and will be updated on a regular basis.
  • 2030 Conferences have been held to advance key strategic targets. Interest groups, experts and stakeholders have been invited to participate in the conferences that have been held to date. The Territory 2030 Conferences held to date are:
    • Weddell: Tropical, Sustainable, Liveable Towards 2030 Conference and Design Forum was held in September/October 2010.
    • Darwin as a University Capital – September 2011
    • A Balanced Housing Market – November 2011
    • Making progress in regional and remote areas - During 2011/12 a series of Future Forums are being undertaken in each of the Territory Growth Towns with residents and community stakeholders on the Territory 2030 target and Working Future Strategy.
  • The first Territory 2030 Survey was conducted across the Territory in mid-2011.  Over 2 000 Territorians were surveyed on a range of issues in relation to targets where not a lot of data is available.

What is being planned:

  • A series of annual Youth Conferences are being planned with the first to be held in Alice Springs in 2012.
  • A program to engage the business, industry, environment and community sectors is being developed.
  • A Scorecard recording progress against each target will be published every two years. The first Scorecard is due in March 2012.
  • An Independent Review of the Territory 2030 Strategic Plan will be undertaken every five years. The first review is due in 2015.

Recognition:

The Department of Chief Minister won the Strengthening Government and Public Administration category in the Chief Minister’s Excellence in the Public Sector Awards for their hard work in bringing the first ‘Talking Territory 2030 Online Forum’ to life. Public servants across the Territory were able to watch the forum live on the internet and put their questions direct to the Chief Minister. The event was the first of its kind in the Northern Territory.

A second forum was held in August 2011, this time for Department of Education employees. Again, the forum was a success, enabling over 1,200 employees to participate in or view the event ‘live’ and after the forum.
